Little Ameer Abrahams was walking with his father to a local tuck shop when he was struck by a stray bullet to the back of his head.
Two other women were injured in the shooting. Meanwhile, three suspects, aged 24 to 31, have been arrested.
Adriaanse said that these tragedies should not be accepted as the norm.
