The City of Cape Town says that the death of Dumisani Joxo, a homeless man, followed an altercation with Law Enforcement officers.
It says that witnesses had concurred that several people were involved in the skirmish, which led to the officer’s firearm being discharged.
The officer, Luvolwethu Kati, has appeared in the Wynberg Magistrate Court.
He has since been released on R 1 000 bail.
The incident has ignited debate over the City’s law enforcement officers’ training and ability to deal with communities while imposing by-laws.
Attorney at the Ndifuna Ukwazi Legal Resources Centre, Danielle Louw says that the homeless are particularly vulnerable to the City’s officers.
