The current City of Cape Town administration is being accused of throwing out a housing plan that would have addressed the mass shortages.
This is the charge from Member of the Human Settlements Council Committee, Councillor Shireen August.
She says that since Patricia de Lille was ousted as City of Cape Town mayor, the housing rollout has declined drastically.
August was speaking as homelessness is also on the increase in the municipality.

Her colleague on the committee, Councillor Fadiel Adams, contends that the housing problem in the City of Cape Town is forcing many people further away from attaining a dignified place to live.
He has accused the people living on the Langa train lines of wanting to jump the housing queue.
The City and the passenger rail agency are trying to find land for their relocation so that the Central Line can be reopened.
But the process has been met with widespread opposition from potential host communities.
They argue that they are dealing with service deficits and bringing in more people will put further strain on those resources.
Adams says that the people occupying the Langa train line are criminals, and must not be pandered to.
