Municipalities need to develop a Food First approach. This is the assertion by the Public Affairs Research Institute (PARI)’s Dr. Tracy Ledger. In a research paper, Ledger tackles how access to basic services is intended to be a tool to reduce poverty and inequality. She adds that providing services to households that were previously denied such access, is among the most important roles of local government and its main contribution to reducing poverty and inequality. But also, why municipalities need to develop a food-first approach in combating poverty and not use it as a source of local government revenue.
